ST. LOUIS — City Hall has a message for persistent panhandlers: Change your ways.
City aldermen are poised to outlaw “aggressive” panhandling, create panhandling-free zones and make it illegal to beg at night.
The proposal mirrors steps taken by other cities frustrated with panhandlers frightening tourists or harassing pedestrians.
In St. Louis, the push comes from the city’s signature retail district, the Central West End, where store owners say brazen beggars are threatening their business.
So City Hall’s only considering it because the Central West End business community wants it. Panhandling goes on in many other places in this city, and has for a long time. Why no clamor for action then?
Supporters of the city’s effort say panhandlers staking out cash machines or confronting diners are operating more out of opportunity than need.
“They’re not homeless. They’re not hungry — this is their chosen career,” said Tricia Roland-Hamilton, president of the Central West End Association.
It’s more like they’re thirsty.

A man who gained notoriety after wounding six police officers in a 1986 gunfight that led to a nationwide manhunt was killed in prison, corrections officials said Thursday.
Larry Davis, serving 25 years to life on a murder conviction in an unrelated case, was stabbed to death around 7:30 p.m. Wednesday during a recreational break at Shawangunk Correctional Facility in Ulster County, said Erik Kriss, a spokesman for the state Department of Correctional Services.
Davis was stabbed repeatedly with a 12-inch long, half-inch wide homemade metal shank in the arms, head, back, upper thigh and chest, Kriss said.
