Agence France Presse:

African-Americans are victims of nearly half the murders committed in the United States despite making up only 13 percent of the population, a report published Thursday showed. Around 8,000 of nearly 16,500 murder victims in 2005, or 49 percent, were black Americans, according to the report released by the statistics bureau of the Department of Justice.

Most murder victims — 93 percent of blacks and 85 percent of whites — were killed by someone of their own race.

This means that a white murder victim is about twice as likely to be killed by a non-white than a black murder victim is to be killed by a non-black.

Even though Hispanics are counted as whites for the purpose of counting crime perpetrators and those on public assistance, Hispanics do have their own category for crime victims. This means that of the “85 percent of whites that were killed by someone of their own race,” the victims were all white, but some of these “white perpetrators” could be Hispanic.

The article says a lot about the racial makeup of victims, and what kind of weapon was used, but nothing about the racial makeup of the murderers.

Gang violence was involved in around five percent of homicides with black victims against seven percent for white victims.

This is a curious one. This means that a white murder victim (i.e. not Hispanic) is 40% more likely to be killed by gang violence than a black murder victim. Since gang violence among whites is almost nil, this means that black and Hispanic gangs murder whites more often than blacks or Hispanics.

Imagine if a Republican running for President announced a jobs initiative for young people of an age range including those under 21, and he announced it at a Ruger handgun and pistol factory in Prescott, Arizona, or at the Anheuser-Busch Brewery in St. Louis, or at a Philip-Morris cigarette processing plant in North Carolina, even if the make-work jobs didn’t involve working at any of those places. I can just imagine the hissy fit the media, Democrat politicians and the left-wing kookosphere would have.

HRC did just this, only she did it at a Vegas casino.

The Politico:

Clinton is promising “a national response” to “the crisis of the more than 4 million young people between 16 to 24 who are out of school and out of work.”

The programs are interesting because they show how the conversation in Washington would change with a Democratic president. Some Clinton details from a campaign précis: “She will … launch a $100 million Public/Private Internship Initiative to give at-risk middle- and high-school students job skills and work experience during the summer. … In addition, she will offer 1.5 million disconnected youth a second chance with meaningful job training in growing industries in their own communities, including renewable energy, health care, construction and financial services.”

I think she just dissed all the government bureaucrats that run Job Corps. Last I looked, it served that very age range.

“She will reverse the Bush administrations cuts to the EEOC and restore the Department of Justice’s Civil Rights Division to its historic role as a body that vigorously enforces people’s civil rights,” the summary continues. “Hillary will restore funding for child support enforcement to make sure that fathers do their part to support their children.”

If there have been any cuts to the EEOC/Civil Rights Division, it certainly hasn’t mean the amelioration of affirmative action. This means that HRC wants even more affirmative action, essentially meaning a 100% unemployment rate for white people. Have you even been to a major urban hospital lately? It seems as if the only kind of people who are qualified to be registration and appointment clerks are black women.

Finally, according to the document, “Hillary will invest $200 million in Reentry Partnership Grants to reward successful community-based approaches to reintegrating ex-offenders into the economy and society.”

Will part of that “reintegration of ex-offenders” include more mandated employment for ex-cons by probation and parole officers? (”Jailjobs,” in street parlance). If that happens, then it will crowd out the market for these jobs for the pre-felonious ante-prison “at-risk yoots.”

This year a smaller percentage of Mexican immigrants in the United States sent money back to their homeland than in 2006, according to a report released yesterday by the Inter-American Development Bank. The bank said the reduction had left at least two million people in Mexico without the same financial help they had once received.

Bank officials, pointing to a survey of Mexican immigrants in the report, said the decline reflected a rising sense of insecurity and uncertainty about whether they would stay in the United States. Anticipating a possible move back to Mexico, these immigrants appear to be saving more.

“They have decided because of the uncertainty of the future that they need to step back and save a bit,” said Donald F. Terry, general manager of the Multilateral Investment Fund at the bank.

The theory presented here is that since Mexican-Americans aren’t sure of their “status,” i.e. whether the American government will grant them amnesty or not, they’re saving money instead of remitting it to family back in Mexico, with the thought that they and their nest eggs will soon go back to Mexico. In other words, it would still be a remittance, but a delayed one.

My theory is that remittances back to Mexico are declining because so much of Mexico is already here, and while the cash transfers are still happening, more and more are taking place entirely within the boundaries of the USA.

Rep. Talibdin “Reparations” El-Amin vs Crime August 9, 2007

State Rep. Talibdin “TD” El-Amin, D-St. Louis, just announced that he plans to hold a news conference on Thursday “to outline a plan of action for the 57th District, and 1st Ward in light of a string of violence and crime, which has plagued the city with a heavy concentration of crime in the Mark Twain/Walnut Park neighborhoods.”

Among other things, “he is calling on the St. Louis Police Department to double its efforts and presence in the neighborhoods. He also is working with the Mark Twain Community Resource Center and ARCHs to double their efforts in helping to abate gang activity, and provide employment placement and various opportunities for youth activity.”

Seventy percent of the man-hours of the SLPD are spent north of Delmar.  If they do as Mr. El-Amin wants, then everywhere else in the city will theoretically have negative police presence.  Also, it wouldn’t be long before Mr. El-Amin starts complaining about racial profiling.  As for “employment placement” as a means to “abate gang activity,” I have said it before on this medium, and I will say it again:  It may be illicit, illegal and immoral, but for the members of drug gang, the gang is their job.

Last month I had the pleasure of briefing a large group of local and state law enforcement officials on the Islamic extremist threat in their area. My interaction with these professionals reminded me that they are THE frontline defenders in the War on Terror and play an indispensable role in our Homeland Security.

Joining me in speaking at this event was my friend and occasional American Thinker contributor, LTC Joseph C. Myers. What struck us both is how quickly they “got it” when presented with the right amount of actionable information about what Islamic extremist groups were already operating in their communities. It was also impressive to see some of these agencies and departments who were doing very high-quality counterterror investigations even with limited personnel and financial resources. And in this case, those departments were working together to share that knowledge.

Having been raised in a police family (both my father and brother are retired from the job), I’m familiar with the unique instincts developed by police officers day-by-day as they go about their beat. Recognizing something or someone out of place and a natural curiosity are necessary tools to being a good cop. However, one does not develop these skills and instincts sitting at a desk; they come from doing hundreds of traffic stops, shaking door knobs, talking to people and doing patrols in the community every day.

What this trend of local intel units indicates is that while FBI and Homeland Security efforts might be all well and good, local law enforcement authorities facing growing terror threats are not content to believe the Feds can handle the task all on their own. Citing an incident in Summer 2003 involving a reported “dirty bomb” threat (which later proved to be false), Miller reports that the NYPD discovered the peril of relying exclusively on federal agencies: “What we learned from that episode was that when and if we needed federal assets, we were still on our own, even after 9/11,” one former official told Miller. This assessment from the city that suffered the brunt of the 9/11 attacks.

A lot of the arrests for terrorist plots by AQ-types pre-9/11 were by local law enforcement officials. For example, the “millennium bomber” that wanted to set off a bomb at LAX crossed into the USA from Canada at Blaine, Washington. It was a local cop in the area that noticed suspicious behavior on the part of a certain Middle Eastern-looking driver, and when the cops decided to shake him down, they found all the “goodies.” And where were the Feds during this time, in December 1999? The Clinton-Reno-Gorelick InJustice Department started “Project Megiddo,” which aimed to monitor and thwart terrorist plots among those evil white Christian fundamentalist-evangelicals who might have believed that the changing of the thousands’ digit on the calendar had some religious/armageddonist implications which they wanted to hasten. Needless to say, they didn’t find anything, and if left to the Feds alone, the real terrorist threat would have never been apprehended.

As it is now, local cops are spying and bagging the real threats, while the FBI’s great “successes” are in, i.e., bagging a bunch of Haitian-American drug gang bangers in south Florida who mouthed off to an FBI informant about bombing the Sears Tower in Chicago, but who probably couldn’t find spell Chicago, much less find Chicago on a blank map, much less find Chicago on a detailed map, much less travel there, much less plan a sophisticated bombing plot that would slip past the heightened awareness of Chicago authorities.

This otherwise good article spoils itself with this:

Develop public/private partnerships. Some of the best experts in some areas of the counterterrorism field are not in government. For example, the Southern Poverty Law Center is one of the best resources for any law enforcement agency to get trained on the threat from neo-Nazi and other racist organizations. And at times private partners are able to go beyond what law enforcement can occasionally do in terms of intel gathering and open source data mining.

Oh, you mean like the local cops in Vermont who aren’t aware of any activity by that white sheet group in their state, yet a bunch of paper-pushers behind desks in Montgomery, Alabama know that they’re there? Who are you going to believe, Morris Dees, or your own eyes? About the only “local” cops that believe the SPLC are suck-up chiefs of large urban departments. As far as I can tell, most other cops dump SPLC material into File 13. This is not a very cogent paragraph from a blog that has “thinker” in its title.

For this blog to say this is for A.T. to prostrate itself to the mentality that, like I said above, leads the U.S. Justice Department to focus its energies on right-wing Christians in December 1999 rather than radical Islam and AQ.

In a further sign of the United States’ growing diversity, nonwhites now make up a majority in almost one-third of the most-populous counties in the country and in nearly one in 10 of all 3,100 counties, according to an analysis of census results to be released today.

The shift reflects the growing dispersal of immigrants and the suburbanization of blacks and Hispanics pursuing jobs generated by whites moving to the fringes of metropolitan areas.

From July 1, 2005, to July 1, 2006, metropolitan Chicago edged out Honolulu in Asian population, and Washington inched ahead of El Paso in the number of Hispanic residents. In black population, Houston overtook Los Angeles.

“The new wave of immigration, along with its continued dispersal to the suburbs and Sun Belt, is transforming the places which are now being classified as multiethnic and majority minority,” said William H. Frey, a demographer with the Brookings Institution.

“The new melting pots are not large international gateways,” Professor Frey said, adding, “Rather, many are fast-growing suburbs themselves.”

In 36 counties with more than 500,000 residents each, non-Hispanic whites are now a minority, up from 29 counties of that size in 2000.

Because whites are a minority in only 10% of American counties, and non-whites are 34% of the American population, this demonstrates that non-whites tend to clump together. I am actually surprised that it’s only 10% of counties that are majority non-white.
