Wal-Mart is recommending its stores prosecute shoplifters at a younger age, tightening guidelines for store managers as it seeks to put a cap on rising theft that has eroded its profit.

Wal-Mart Stores Inc. said Wednesday it issued new guidelines to its U.S. stores this week lowering the age at which it recommends they prosecute first-time shoplifters to 16 from 18.

A year ago, Wal-Mart relaxed its policy by recommending stores only prosecute first-time offenders when the items stolen are worth $25 or more, a guideline that remains in force.

Simley said prosecuting at the age of 16 was in line with most other retailers.

Wal-Mart’s policy change applies to first-time shoplifters. The guidelines are a suggestion and store managers have leeway to prosecute anyone accused of theft, Simley said.

Wal-Mart also will prosecute repeat offenders regardless of age, Simley said.

Okay, we must have played hooky during this particular chapter of high school civics class, so let’s repeat for all needing: In the United States of America, the power to file criminal charges rests in the hands of a public prosecutor, and in nearly all geographical areas of the USA, the District Attorney, or Circuit Attorney in Missouri, or the State’s Attorney in Illinois, the chief of a county’s prosecutor’s office, is elected by the county’s voting citizens. Also, the state’s attorney general, who is also an elected official in most states, may file criminal charges.

Neither Wal-Mart, nor any other retailer, nor any private citizen, and not even a law enforcement agency, has the authority to file charges or prosecute anybody. Yes, the stores and their managers may give suggestions, and cops may pass their own recommendations, and the recommendations they solicit from crime victims, on to the D.A, but the D.A. is under no legal obligation to heed them.

Joseph LaRocca, vice president of loss prevention at the National Retail Federation, said most retailers hold teenagers accountable for shoplifting, whether by calling parents or police. Specific rules vary among stores, LaRocca said, but most retailers consider 16-year-olds mature enough to face consequences for their actions.

Really? Not according to the U.S. Supreme Court, which has ruled that people under the age of 18 are not mature enough to develop the mens rea to premeditate murder, such that they cannot be executed.

That was the advice that Billy Flynn gave Roxie Hart in the musical Chicago. And Illinois’s Governor, Rod Blagojevich, has taken that advice to heart (no pun intended). He spent part of his yesterday in modern-day Chicago razzle-dazzling them, or rather, trying to create a distraction from the fact that he’s more corrupt than every Illinois politician named Ryan put together, and he can’t even get a big-spending 2008 Fiscal Year budget through the big-spending Democrat-controlled Illinois State House and Senate.

Guns. That, Mr. 49% tells us, is the problem, and the reason why blacks are murdering other blacks in Chicagograd is because magazine clips that are more than 10-capacity for rifles are not prohibited in the state. And he wants them prohibited. That way, blacks will murder each other and murder other people a little less rapidly.

His antics are so transparent that even anti-gun politicians in his own party in the state legislature are calling him out.

Of course, when he needs a distraction, he would surround himself with the last constituency in the state that supports him.

Christian Science Monitor profiles Murfreesboro, Tennessee, and states that it is an example of a larger national phenomenon of population growth in the interior South that is not near the traditional sunbelt, and is close but not too close to major urban areas.

What is not mentioned here, but is applicable, is that, as the traditional sunbelt sees more and more non-white population growth, whites are and will continue to turn to places like Murfreesboro, so that they can have a near-sunbelt climate without having to learn Spanish and fit their windows with iron bars.

UK Daily Mail:

A high street chain was today criticised for stocking a Tintin book accused of having racist content.

The Commission for Racial Equality is calling on Borders to pull “Tintin in the Congo” from its shelves.

It says the illustrated book makes black people “look like monkeys and talk like imbeciles”.

The book will offend many people and should be removed from sale, according to the CRE.

A spokeswoman said: “This book contains imagery and words of hideous racial prejudice, where the ’savage natives’ look like monkeys and talk like imbeciles.

Yet, one can still buy Disney’s Song of the South in England, unlike here.

One commenter said it best: The CRE is one book short of a library.

British Think Tank Relies on Fuzzy Math July 11, 2007

Families should have no more than two children if they want to help combat climate change, according to new research by a thinktank.

According to the report, published by the Optimum Population Trust, Britain’s high birth rate is a major factor in the current level of climate change, which can only be combatted if families voluntarily limit the number of children they have.

The report calls for a ‘two-child’ policy in the UK that would reduce the nation’s population from 60 million, as it currently stands, to no more than 55 milllion by 2050.

With the UK having the highest rate of teenage pregnancies in western Europe the thinktank is also calling for the Government to increase investment in family planning clinics and to look at ways of discouraging teenage girls from becoming pregnant.

At its current rate the report estimates that the UK’s mid-century population is projected to be 68-69 million with the planet having the largest generation of young people in history - what it terms a ‘youthquake’.

It takes a rate of 2.1 children per woman to break even in terms of population, i.e. the replacement rate. Since UK (including non-white) women are under replacement rate, and white women are at an even lower rate, the population is increasing because of immigration, mostly non-white immigration.

That said, this British think tank does not seem to grasp that, much less propose immigration restriction as a solution.

Minaret Tower Coming to South St. Louis City July 11, 2007

To the 300-foot tower above St. Francis de Sales Church and the 175-foot towers above St. Anthony of Padua Church, another tower will rise above a local house of worship.

The Islamic Community Center, 4666 Lansdowne Ave., is in the process of obtaining city approval to build a 107-foot-high minaret at the southwest corner of its building.

Imam Muhamed Hasic, spiritual leader of the largely-Bosnian center, said loud calls for prayers won’t be issued from the tower. Since there’s no Muslim community in the immediate area, that’s not necessary, he said.

But the coming minaret tower and the accompanying mosque, on Lansdowne a little bit east of Kingshighway, is very near the prime Bosnian neighborhoods in south city. It may not be “necessary” now, but wait a decade or two, and it will be pumping out the prayer call five times a day. The fact that the Lansdowne address has three sixes is probably just a coincidence.

Joshua Widner is a 22-year old Georgia man, who was convicted of a crime due to a sexual act very similar to that of Genarlow Wilson. He was in the same state, convicted of violating the same statute, and serving the same 10-year sentence in state prison, as Mr. Wilson. Assuming that one believes that Mr. Wilson’s case is a miscarriage of justice, it is also the same capricious application of law.

Yet, there is no civil rights industry, no NAACP, and no sympathetic fawning mainstream media making a cause celebre of Mr. Widner’s plight, and certainly no comparison of his legal plight to slavery and Jim Crow, like they are doing for Mr. Wilson’s cause.
